As we all know, Oregon cities, counties, schools and other public services face meaningful budget shortfalls. It’s not a one-time problem. It’s the beginning of twenty years of fiscal stress. More than 38 proposals in the 2019 legislative session seeks to address this problem, including new ideas in the last week about the PERS UAL from Governor Brown, Speaker Kotek and Senate President Courtney, and a multi-year effort to create a new business tax.
